That really depends on what kind of program you want to make. if you want to create something to help you shopping online, i'd suggest making a browser extension in javascript. if you're looking for something to help you while physically visiting stores, you'll probably have to make an app. you need to learn swift/objective-c to create an iphone app, java to create an android app and javascript/C/VB/C#/C++
