Carbon is never really lost in the cycle. Carbon is constantly added and removed from the carbon cycle. Example  Carbon dioxide is removed from the air by photosynthesis and dissolving in the ocean bu at the same time it is added to the atmosphere by respiration and combustion.

As for the mass and energythe Law of Conservation of Matter states that matter cannot be created or destroyed.

fluorine is the most electronegative element in the periodic table.

but by only seeing the configuration we cannot say about its reactivity because we don't know if its configuration after excitation or by addition of electrons.
