The larger oxygen atom, with more protons, is more than the hydrogen atom and attracts the electron pair closer.

Electronegative. Electronegativity is the tendency for an atom to pull more electrons. Fluroine is the most electronegative element, and the trend is up and to the right of the periodic table, with the exception of the noble gases.
