We know that water always maintains its level. In the given figure, we can see that up-hill area receive precipitation which runs to the stream as well as perculates through the soil. This perculation allows the growth of plants as well which can be seen in the figure. However, this perculation will also follow the path to reach the river/stream, thus feeding it. This is called water discharge.

By contrast, in the lower part of the figure, one can see that water the river water level is playing a major role in the groundwater recharge process. Precisely, some of the water from stream is moving to the underlying aquifer unsaturated zone. Resultantly, this is increasing the water table. This process is called groundwater recharging.
