No groups 15 through 17 borrow electrons to fill their octets with 8
groups 1, 2, 13 lend electrons because its easier for them to lose them than gain them and groups 3-12 and 14 can either lend or borrow electrons because they have 4 electrons in their octet and groups 15-18 borrow electrons because its easier for them to borrow them than to lose them
