To find the steepest part of a topographic map, simply look at the contour lines and if they are close together, they are steep, but if they are distanced fairly they are at a gentler slope range. Also if they are very far apart the land would be flat, which is both good for farming and housing. Since there was no topograpic model of a land structure given in this answer, I chose to go with assumptions of most land structures such as mountains or volcanoes which have commonly had the steepest part be in the Northeast, as this fact can be support by geological evidence and the movement of the plate tetonic and the convergent boundaries that border most of the mountains on the planet earth.
