Steve loves to hang gliding, using a glider, kites, all sorts of non-powered aircraft, really. However, Steve is also not the best at doing things responsibly, or even well. Everything he tries seems to end in disaster. But still, he tries and never lets things get him down. One day, Steve decides to fly a kite (a favorite passion of his). He looks at the weather forecast for his area, and he sees several places he could go.

Townberg: 77°, pressure: 922 millibars

Statelyton: 55° pressure: 1013 millibars

Cityville: 62° pressure: 978 millibars

Assuming that the towns are all a: within 40 miles of each other, and b: in a straight line (Townberg→ Statelyton→ Cityville), which town should he go to in order to have the best time flying his kite? Why?
