How is a genetic switch different than a gene? How are they the same

Genes code for characteristics and processes, where a genetic switch is the process of genes being turned off and on during development, telling that cell to produce a specific set of proteins; for example, a if there was a stomach cell placed within your arm, that stomach cell would be switched off as the proteins that it produces are not needed in the arm; where a gene is the sequence that codes for the characteristics of that cell.
