Gas takes up more space and volume that solids, so the expansion of the gas builds up pressure. Since there is not enough space in the flask, the overflows and pushes up into the balloon.

The difference in temperature between dry ice and warm air is big, so it gives the particles a big and fast boost, which splits them apart quickly. This is why it skips the liquid phase.
