This is because higher altitudes have lower air pressure than lower altitudes.  This means that there are fewer air particles per volume at a higher altitude than at lower altitudes. When the sun rays bounce off the earth surface, at higher altitude surfaces, a higher percentage of reflected rays escapes back to space at higher altitudes(compared to lower elevation) because it bombards lesser air particles as it bounces back.
