Even though light and value seem similar concepts in the art world, they are different. Light refers to the source of light and its reflection of light upon an object, if it lights or darkness an object while it is being lighten, but mainly it talks about where the light is coming from.  While value is the amount of lightness or darkness a hue/color contains in order to help represent this.

It can be a bit confusing and complicated to understand at first. You have to understand that without light we wouldn't be able to see anything. The light bounces off an object into our eyes and the mind interprets it in order to help our brains recreate that object. That being said, when painting or drawing, this illusion is recreated thanks to values.  

Values could be light (tints) or dark (shades) and there needs to be a certain harmony between them in the art piece.  You would normally hear about range of values, it refers to this in particular, a value scale. If you were to turn a color painting into black and with you will be able to see the values that were used and still recognize the object even if color is missing.
