If you were to draw a picture by a famous artist and you put more detail into it and changed how it looked would that be called your own work or would you be stealing that artist's work and putting your name on it?

Well, you are supposed to mention that it is an advanced work of the artist. or else, people will have a whole lot of anger toward you; they will call you a cheater, a liar, a copycat and lots more. if u don't know hat I mean, just imagine a painting that is very similar to Monalisa (the way she's sitting/ the setting).. wouldn't people start making a whole controversy? they would. so just mention that it is a detailed version of the original picture, or that it is your version of the picture.
